Blue Revolution Initiative
🔷 Background and Need
India has the second-largest aquaculture and third-largest fish production in the world, yet the potential of the fisheries sector remained largely untapped for decades.
Recognizing this, the Government launched the Blue Revolution Scheme in FY 2015-16 (officially known as the Integrated Development and Management of Fisheries) to give holistic support to fisheries, from production to post-harvest.
This was one of the precursor mega-schemes that paved the way for PMMSY and newer fisheries sector reforms.
📌 Quick Snapshot
Feature | Description |
🎯 Type | Centrally Sponsored Scheme |
🧭 Purpose | To boost production and productivity in inland and marine fisheries |
🌐 Coverage | All States & UTs, including special focus on North-East |
👥 Inclusive Support | Targeted benefits for SCs, STs, Women, and their cooperatives |
🎯 Key Objectives
- Increase Overall Fish Production – sustainably and responsibly
- Modernize the Fisheries Sector – from catch to consumer
- Ensure Food & Nutritional Security – by making fish a vital protein source
- Generate Employment & Export Revenue – by tapping domestic and global markets
- Inclusive Development – support to weaker sections of society
🔧 Salient Features and Components
Let’s understand the scheme’s component:
🌊 Vision: Blue Revolution (Neel Kranti Mission)
The overarching goal is to bring economic prosperity to the country and fishers/farmers through sustainable use of aquatic resources.
This is similar in spirit to the Green Revolution, but applied to water-based resources.
💰 Financial Assistance Provided For:
- Creation of Fish Hatcheries and Brood Banks
- Construction of ponds and tanks for aquaculture
- Post-Harvest Management – ice plants, cold chains, markets
- Skill training and capacity building
This wide coverage ensures support for both backward and forward linkages in fisheries.
🧩 Major Components of the Blue Revolution
- National Fisheries Development Board (NFDB)
- Acts as the central implementation and funding body
- Coordinates between Centre and States
- Development of Inland Fisheries and Aquaculture
- Includes pond culture, reservoir stocking, cage farming, etc.
- Especially beneficial for landlocked and tribal regions
- Development of Marine Fisheries, Infrastructure & Post-Harvest Operations
- Focus on harbors, processing units, deep-sea fishing vessels
- National Scheme on Welfare of Fishermen
- Insurance, housing, accident relief, and livelihood support
- Monitoring, Control and Surveillance (MCS)
- Ensures regulatory compliance, especially in marine zones
- Helps prevent overfishing and ensures resource sustainability
- Institutional Arrangements
- Capacity-building and institutional strengthening of fisheries departments at State/UT levels
- Strengthening of Fisheries Database & GIS
- Establishment of a digital database, resource mapping, and tracking
🐟 Mission Fingerling
- A focused initiative under Blue Revolution
- Aims to create hatcheries and fingerling rearing ponds
- Ensures supply of juvenile fish (fingerlings) and post-larvae of shrimp and crab
- These are critical for sustaining aquaculture productivity across India
📌 Without fingerlings, fish farming is like farming without seeds.
🏗️ Fisheries and Aquaculture Infrastructure Development Fund (FIDF)
Parameter | Details |
💼 Fund Size | ₹7,522.48 crore |
🏦 Support Mechanism | Concessional finance from Nodal Loaning Entities |
📉 Interest Subvention | Up to 3% per annum |
📆 Tenure | Valid till FY 2025–26 |
FIDF is a financial backbone of Blue Revolution – ensuring that fishers and entrepreneurs get affordable credit to develop infrastructure like:
- Hatcheries
- Feed mills
- Processing units
- Cold chains
- Transport logistics
📈 Impact and Significance
The Blue Revolution laid the groundwork for PMMSY, and introduced several first-of-their-kind interventions:
- Formal welfare support for fishermen
- Institutional capacity at national and state levels
- A fund-based model (FIDF) for long-term infrastructure financing
It shifted focus from subsistence-level fishing to commercial, organized aquaculture, bringing in:
- Productivity
- Modernization
- Export orientation
📌 In Summary
Blue Revolution: Integrated Development and Management of Fisheries was the foundational umbrella scheme that began transforming Indian fisheries into a modern, inclusive, and sustainable sector. It strengthened both inland and marine ecosystems while ensuring fishers’ welfare and market integration.
