Pradhan Mantri Awas Yojana – Gramin (PMAY-G)
INTRODUCTION: What is PMAY-G?
“Home is more than a structure of bricks — it is the foundation of dignity.”
Launched in 2016, the Pradhan Mantri Awas Yojana (Gramin) aims to achieve “Housing for All” in rural India by providing pucca houses with basic amenities to homeless and houseless rural poor.
It is a Centrally Sponsored Scheme, implemented by the Ministry of Rural Development (MoRD), in collaboration with states.
PURPOSE AND OBJECTIVES (2024–29 Phase)
🎯 Purpose:
Ensure safe, hygienic, and inclusive housing for economically weaker rural families.
🛠️ Objectives (Current Phase: FY 2024–25 to 2028–29):
- Complete 35 lakh pending houses from earlier phase (not completed by March 2024).
- Construct 2 crore new houses, covering approx. 10 crore people.
BACKGROUND & CONTEXT
- PMAY-G originally aimed to build 2.95 crore pucca houses by March 2024.
- Despite progress, some households were left out due to:
- Data update issues
- Administrative delays
- New vulnerabilities
Hence, the scheme is extended to:
- Complete pending construction
- Cover remaining eligible families from:
- SECC 2011 Permanent Wait List
- Awaas+ (2018) Survey — an MoRD initiative to update beneficiary data
BENEFICIARY IDENTIFICATION & PRIORITISATION
📌 Identification Process:
- Uses three-stage validation:
- SECC 2011 housing deprivation data
- Awaas+ Survey (geo-tagged photos)
- Gram Sabha approval
📊 Prioritisation Criteria:
- Based on deprivation level, especially:
- SC/ST households
- Women-headed households
- Disabled persons (benchmark disability) under Disabilities Act, 2016
- 5% reservation for persons with disabilities where feasible

AUTOMATIC EXCLUSION CRITERIA 🚫
Certain households are automatically excluded from receiving PMAY-G benefits if any one of the following applies:
✅ Owns:
- 2.5+ acres of irrigated land
- 5+ acres of unirrigated land
- Motorised 3/4-wheeler
- Mechanised agricultural equipment
✅ Has:
- Government employee in the family
- Annual income > ₹3 lakh (or member earning ₹15,000+/month)
- Kisan Credit Card with credit limit ≥ ₹50,000
- Pays income/professional tax
- Registered non-agricultural enterprise
This ensures leakage control and targeting of truly deserving households.
MONITORING AND GRIEVANCE REDRESSAL
- 📋 Grievance Resolution via CPGRAMS portal and local panchayats — within 15 days
- 📊 Mid-Term Review by NITI Aayog to decide scheme continuation post-2026
