NMEO–Oilseeds
India is one of the largest consumers of edible oils in the world, but here’s the paradox: we import a huge portion of our edible oil requirements. This creates two major problems:
- It puts pressure on foreign exchange reserves
- It makes India vulnerable to global price fluctuations
So the government asked a simple but powerful question:
👉 “Why can’t we produce more oilseeds within our own country?”
This is where the National Mission on Edible Oils – Oilseeds (NMEO) comes in.
🌱 What exactly is NMEO (Oilseeds)?
The National Mission on Edible Oils – Oilseeds (NMEO) is:
- A Centrally Sponsored Scheme (CSS)
- Implemented under Krishionnati Yojana (KY)
- By the Department of Agriculture & Farmers Welfare (DA&FW)
- Duration: 2024–25 to 2030–31
👉 Its core aim is simple:
Increase domestic production of oilseeds (both major and minor, including Tree Borne Oilseeds).
🎯 Objectives of the Mission
1. Harness innovations
New technologies, improved farming practices, better seeds—because agriculture today is science-driven.
2. Accelerate dissemination
Even if innovations exist, they are useless unless they reach farmers quickly. So focus is on last-mile delivery.
3. Targeting expansion
Increase area under oilseed cultivation—more land, more output.
4. Improved seeds availability
Better seeds = better yield.
This is one of the most critical productivity drivers.
5. Enhance market access
Farmers should not just produce—they should sell profitably.
6. Support secondary & tree-borne oilseeds
Not just traditional crops like mustard or groundnut, but also: Neem, Mahua, Karanja
👉 This diversifies income and resources.
⚙️ Key Activities (How the mission works on ground)
Now comes implementation—the real test of any policy.
✔️ Demonstrations at field level
Farmers learn best by seeing.
👉 So block demonstrations show how new techniques work.
✔️ Seed infrastructure development
- New seed hubs
- Storage units
👉 Ensures availability + quality preservation.
✔️ Long-term seed planning
A 5-year seed rolling plan ensures:
- No shortages
- Timely availability
✔️ Post-harvest infrastructure
Production alone is not enough.
👉 Storage, processing, value addition are equally important.
✔️ Digital monitoring
Use of technology for tracking progress—brings accountability.
✔️ IEC (Information, Education, Communication)
Farmers need awareness + training, not just schemes.
🧠 Strategy (This is where things get interesting)
Here, the mission becomes very practical and targeted.
1. Cluster-Based Approach (Value Chain Clusters)
- Implemented in 200-hectare clusters
- At least 200 farmers involved
- Uses <5-year-old improved varieties
👉 Why?
Because scattered farming doesn’t scale.
Clusters create efficiency + economies of scale.
2. Capacity Building
- 450 Farmer Trainings
- 40 Farmer Field Schools
👉 Think of this as upgrading farmers from traditional cultivators → skilled agri-entrepreneurs
3. Expansion of Demonstration Area
- Increased from 25,000 ha → 75,000 ha
👉 Clear signal:
Government is pushing self-sufficiency in edible oils
4. Integration with Allied Activities
Example:
🐝 Honey bee keeping with sunflower & mustard
👉 Why is this smart?
- Improves pollination → higher yield
- Provides additional income to farmers
5. Institutional Support (OUAT Example)
Farmers are trained through institutions like
👉 OUAT (Odisha University of Agriculture and Technology)
Also:
- Seed storage units planned at OUAT
👉 Ensures long-term seed security
6. Value Addition (Very Important for UPSC)
- Mini oil extraction units planned
- Subsidy up to ₹9.99 lakh
👉 This shifts farmers from:
“raw producers → value creators”
7. Sustainable Agriculture Practices
Example:
- Intercropping: Groundnut + Pigeon Pea
👉 Benefits:
- Better soil health
- Risk diversification
- Efficient land use
8. Diversification into New Oil Sources
New initiatives include:
- Avocado oil extraction
- Coconut oil (via Coconut Development Board – CDB)
👉 This shows forward-looking planning beyond traditional crops
9. Seed Production Strengthening (NSC involvement)
- NSC (National Seeds Corporation) involved
- Target: 5000 quintals of certified seeds
👉 Ensures:
- Quality control
- Standardization
