Miscellaneous Schemes/Initiatives of the Ministry of Fisheries, Animal Husbandry and Dairying
Let’s walk through some of the lesser-discussed but equally crucial schemes, each addressing specific challenges of animal health, dairy infrastructure, rural employment, and disease control.
🔹 National Animal Disease Control Programme (NADCP)
Launched in 2019
🎯 Objective
- Control and eventual eradication of:
- Foot and Mouth Disease (FMD)
- Brucellosis
📌 Targets
- Control FMD by 2025
- Eradicate FMD completely by 2030
🦠 Foot and Mouth Disease (FMD)
- Highly contagious viral disease affecting cloven-hoofed animals (cattle, buffaloes, sheep, goats, pigs)
- Causes:
- Milk loss, reduced growth & infertility
- Lower work efficiency
- Trade restrictions due to sanitary barriers in exports
🧬 Brucellosis
- Bacterial disease (caused by Brucella abortus) in cattle and buffaloes
- Leads to:
- Fever
- Abortions
- Delayed heat
- Interrupted lactation
- Significant economic losses
📌 Brucellosis is endemic in India and on the rise, hence urgent intervention through NADCP is vital.
🩺 Implementation Strategy
- 100% free vaccination of all livestock
- Funded and supervised centrally
- Mass-level campaign with digital traceability and record-keeping
🔹 National Programme for Dairy Development (NPDD)
🎯 Objective
- Improve quality of milk & milk products
- Increase the share of organized milk procurement
🗓️ Tenure: 2021–22 to 2025–26
📦 Two Key Components
Component A
- Infrastructure for:
- Milk testing
- Primary chilling centers
- Beneficiaries: Cooperatives, SHGs, Milk Producer Companies, FPOs
Component B
- Supported by Japan International Cooperation Agency (JICA)
- Implemented in 9 states:
- Bihar, Uttar Pradesh, Punjab, Rajasthan, Madhya Pradesh, Andhra Pradesh, Telangana, Uttarakhand, and West Bengal
- Focus on:
- Village-to-market dairy infrastructure
- Institutional capacity building
📌 Aims to strengthen the entire cold chain and procurement system, ensuring quality and timely supply to consumers.
🔹 National Livestock Mission (NLM)
Launched 2014-15; revised 2021-22
🎯 Main Focus
- Employment generation through entrepreneurship
- Focus sectors: Poultry, Piggery, Small Ruminants, Fodder production
- Increase productivity and per-animal yield

🔹 National Action Plan for Control and Eradication of Glanders
Framed in 2016; Revised in
🐴 About the Disease: Glanders
- Fatal infectious disease of equines (horses, donkeys, mules)
- Caused by Burkholderia mallei bacteria
- Also, zoonotic – can infect humans
📌 Highly lethal; hence, eradication is a priority.
🚨 Action Plan Measures
- Immediate culling of infected animals
- Transport and disposal only in closed vehicles under strict bio-safety protocols
- No vaccine available → Zoo-sanitary measures become the only tool
