Traditional news organisations still perform selection and verification, but networked platforms distribute that power among users, influencers, political actors, firms, criminals and automated accounts. Every receiver can now also be a publisher, amplifier and target.
A constitutional democracy must hold two values together: security and public order, and freedom of speech, privacy and access to information. Treating every disruptive message as a security threat invites censorship; treating all platform activity as harmless expression ignores real recruitment, panic and violence. The correct approach is risk-based, evidence-led and proportionate.

The greatest benefit is not viral reach by itself but trusted reach. An official account with weak credibility may be slower than a local rumour network. The online pathway is rarely linear. A person may encounter grievance content, join a peer community, adopt a hardened identity and only later accept violence. Conversely, exposure to extremist material does not automatically produce radicalisation. Assessment must combine intent, capability, contact, behavioural change and movement towards action; ideology or unpopular opinion alone is not proof of crime.

The response requires more than a detector. Origin authentication and provenance, verified channels, rapid forensic teams, election and police protocols, platform labelling, preserved evidence and human review must operate together. The 2024 Rules improve specificity, publication and attention to alternatives, yet structural concerns remain. The first review is executive rather than independent, repeated fresh orders may reproduce long restrictions, and people may lack timely reasons or effective remedies in practice. End-to-end encryption ensures that message content is intended to be readable only at the communicating endpoints, not by the service while it travels. Safe harbour should not be mistaken for immunity, and platform responsibility should not become general publisher liability. A responsible operational-media protocol should:
use a designated official briefing channel at predictable intervals so that safety does not create an information vacuum;
delay live visuals that reveal positions, tactics, hostages, routes, specialist equipment or identities;
verify casualty and perpetrator claims, clearly label uncertainty and avoid communal attribution without evidence;
protect victims’ dignity, minors, bereaved families and persons whose identification could endanger them;
preserve editorial independence to question preparedness, force and accountability after the immediate operational risk passes; and
train officials to share timely facts, because secrecy without necessity drives audiences towards speculation and hostile narratives.
| CONSTITUTIONAL BALANCE Operational restraint is temporary and purpose-specific. It should protect life and tactics during the live phase, not become a permanent shield against investigation of governmental failure. Responsible journalism and accountable security institutions are complements, not rivals. |
