Institutional Framework of Science and Technology in India

India’s S&T success depends critically on its institutional architecture — the organisations, ministries, and bodies that fund research, set policy, and translate discoveries into applications. The Ministry of Science and Technology (MoST) is the apex central ministry responsible for promoting scientific research, technological innovation, and R&D policy coordination. It has three major departments:

Established: 1971 — Nodal department for formulating S&T policies, funding research, and promoting innovation.

Key Initiatives: National Quantum Mission, National Supercomputing Mission, and INSPIRE (Innovation in Science Pursuit for Inspired Research) — a scholarship programme to attract young talent to science.
Anusandhan National Research Foundation (ANRF): Proposed under STIP 2020 as a National Research Foundation; enacted through the ANRF Act, 2023. Replaces SERB. Modelled on the US National Science Foundation — strengthens research funding at universities.
Flagship Initiatives: Genome India Project, COVID-19 vaccine development support, National Biopharma Mission, and BioE3 Policy (Biotechnology for Economy, Environment and Employment).
BIRAC: Biotechnology Industry Research Assistance Council — provides translational funding to biotech startups.
Established: 1942 — India’s largest publicly funded R&D organisation. Operates as an autonomous body under DSIR.
Structure: Registered as a Society under Societies Registration Act, 1860. Prime Minister is President; Union Minister for Science & Technology is Vice-President.
Network: Pan-India network of 35+ laboratories across domains: aerospace (NAL), genomics (IGIB), drug discovery (CDRI), environmental engineering (NEERI), petroleum (ONGC-CSIR), etc.
📌Key Fact: NITI Aayog replaced the Planning Commission on 1st January 2015. While the Planning Commission was top-down and allocative, NITI Aayog is a policy think tank focused on cooperative federalism, strategic planning, and outcome-based governance.

Major S&T Initiatives of NITI Aayog:
Atal Innovation Mission (AIM): Promotes startups and establishes Atal Tinkering Laboratories (ATLs) in schools — fostering a culture of innovation from childhood.
National Strategy for Artificial Intelligence (NSAI): India’s AI policy framework — AI for ‘AI for All’ philosophy.
Aspirational Districts Programme: Uses technology and data to accelerate development in India’s 112 most backward districts.
Digital Public Infrastructure Support: Policy advocacy for India Stack, UPI, and DPI models globally.
Role: Chief scientific advisor to the Government of India — advises the Prime Minister and Cabinet on science, technology, innovation, and strategic research.
History: Office created in 1999; Dr A.P.J. Abdul Kalam was India’s first Principal Scientific Adviser.
Current Status: Since 2018, functions under the Cabinet Secretariat — giving it direct access to the highest level of government decision-making.
